File for and request a temporary order of custody. She has physical custody (because she had the baby with her) - and without a court order, there was no basis for the officers to physically stop her from leaving. That you filed for an injunction doesn't mean anything. All it means is that you are going to be making a request to a judge in the near future. You should have requested a temporary order on the day you filed. You can go back to court and request a temporary order of custody or, in the alternative, an order requiring your ex to return to Nevada. Since she fled the state after you served her with notice of your request, you probably have a good shot of getting the temporary order of custody.
