Ability for speaking English is the most important at Foreigner Company?

I am working for Foreigner Company which has the head office in France and a lot of branches around the world.
A few weeks ago, the new comer has joined as a translator.
She spent her childhood for 10 years in other country and graduated from English literature.
In spite of that she has no career for that job, she is overly offered a high pay compared to others
But, the problem is that she has nothing to do at work.
Her pronunciation is quite good because she spent her childhood in other country.
However, most employees can speak English like me and I don’t think I need a translator for my job.
(Do you think my English is poor?)
At any rate, I never understand this situation.
I admit that English ability is important but people have each own careers for job such as finance or human resource and so forth.
However the boss seems to think that English is the most important.
I would like to take some advice related to this ridiculous situation.
