Let us first preface this by a quick mention of the 13th Amendment of the United States Constitution:
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Given that being in America illegally is a crime, I therefore propose that illegal immigrants should be arrested en masse, held in concentration camps, then sold off to corporations as slaves. The money raised from the sales of illegal migrants will then be used to pay off the deficit. This will ensure both 1) a steady supply of cheap labor that is competitive to China in prices and 2) ensure the laws are enforced effectively.
