99 Kawasaki Ultra 150 Jet Ski Trim problem PLEASE HELP!!!?

I have a 99 kawasaki ultra 150 and the trim wont go up. It will go down and back to a level position no problem but won't go up above a level position. The digital readout is reading right as well it will tell low and level, but it wont go above level either. Any suggestions on what is happening?? Thx
