It sounds like the seller kept this problem from tyou before the sale. Fork seals don't go bad over night.
New front fork seals are no big undertaking. Buy or download a repair manual and join an online Kawasaki forum.
This job doesn't require a lot of tools. You need to have a place to get the front end off the ground far enough to pull the fork tubes out. I have found it easier to remove the snap rings while the forks are still installed, then remove the tubes. Getting the old seals out is pretty easy, but be careful pressing the new ones in. If you damage them, it's back to square one. Good luck.
