2004 kawasaki ninja speedometer trouble?

I have a 2004 kawasaki ninja 250 that is having some speedometer troubles. I know some have opinions about a 250 being a little bike but im not here to debate that i ride because i enjoy riding not to race and be the fastest bike out there so helpful comments only would be appreciated.

The speedometer on this bike isnt working, i have disconnected the cable from the gauge and it doesnt even rotate when the bike is moving.Im guessing its just the cable gone bad but im not sure. I was looking into putting a universal speedometer gauge with built in indicators on it. Seeings how the ninja speedometer cluster looks pretty out of date anyways i figured it would be a alright modification. I have the option of ordering a 2:1 ratio gauge or a 1:1 ratio gauge which would i need or can i even use this on he bike? here's the link to gauge i wanted to put on it if it helps.
 
The cable shouldn't be so expensive to replace, but if that doesn't fix it and oem replacement should. The 250 Ninja is a peppy bike, looks good and is easy to ride. It is freeway legal if you need long commutes. Any body can have a ball on the street with it. To heck with all the "size-freaks". Unless you need to go from Bonneville to Loveland every day, the speed limit is ok. I get tired of 110 mph after 20 miles and if the aircraft get after you, there's no bike made that can escape. I just wish there were more middle-size vertical twins. The 250 is about it- maybe Honda makes a 300, but 50 cc isn't a lot of difference. I like simple.
 
Even if you put a new cluster on it still won't work if the cable doesn't turn.Aftermarket gauges aren't the best quality.I personally would not change my instrument cluster.
