2001 kawasaki ninja 250 dies, wont stay running. help!?

I just put a new battery in a few days ago, and changed my spark plugs today. this problem was happening before i changed the plugs though. so i know those arent the problem. battery is charged fully. when i try to start the bike it sounds like it wants to start put doesnt and the gages dim, and sounds like it drains the battery but the battery doesnt die. checked it on the charger and it is still full after every try. If i turn the choke on all the way usually it will start for a second or two, but it doesnt rev the engine like it should with the choke on. gas tank has plenty of gas, ive heard that the valves on these bikes need adjusted sometimes, i know the choke is hard to pull down. ( the lever) so not sure if that has anything to do with the valves. seems like it could be a fuel issue, possibly not getting enough fuel, but not sure. any help would be greatly appreciated. and if anyone has a link to a shop manual for this bike, that would be very helpful as well. thanks!
