1974 Kawasaki K.E. 100 not Running.how can I fix?

I recently purchased a running 74 kawasaki ke.100. I belive i put to much oil in the tank due to the non functioning oil pump. The bike will no longer start. It acts as if it is flooded. Has the Plug been fouled from to much oil? Will a fouled plug still give a spark when tested? I drained the tank and added a 32:1 ratio mix. I haven't changed the plug yet but something tells me that is not the problem. I also belive there is alot of gas that has leaked into the engine.

pull the plug, spin the motor over to clear out the head, clean the plug with gas and a rag, put it back together and try it again....

is it a new plug? may as well put a new one in, to be sure. check your gap!
