If by frame you are only talking about the border, why don't you just take a blade and cut it out? What you lose won't be noticeable. If it's stuck to the back of the frame, just keep it where it is and frame that.

No and no. I'm not saying that they don't do it, but certainly not routinely. It's a lot of legal trouble for them, and it's not so easy to get away with that stuff these days.
