Do car dealers in the uk routinely clock their cars?

No and no. I'm not saying that they don't do it, but certainly not routinely.
It's a lot of legal trouble for them, and it's not so easy to get away with that stuff these days.
 
No - there are some very serious financial penalties for anyone clocking cars. All dealers charge high prices - they have overheads to cover.
 
No. The only safe way to do this is fit another speedo head and then fix a disclaimer in the car stating to the effect that the previous speedometer (odometer) was broken and the mileage cannot be warranted.
