From what I am hearing it may be around CES timeframe. The OS may be ready sooner but because of the huge holiday push of android devices running 2.2 the carriers and OEM's don't want to run the risk of releasing devices that may or may not support 3.0 thus stalling the consumer buying cycle...

During my 2 year contract I've had 4 different phones... I love SIM cards and I like the new pricing strategy Tmobile has. Combine those two and I think that's the way to go. Wish more companies did that.
