It would seem that hot water is not getting to the heater matrix or the air flaps are not moving to where they should to flow the incoming air over the matrix. Maybe in messing with the valve, and who knows why you would need a valve to do this you have disconnected or broken something.

Well you really can't. Most, particularly leather, need to be hung to dry naturally. A waterproof oversuit, I find, will get rid of most of the water with a good shake and dry quite quickly anyway.
