You need to measure the back too. Rear leafs sag more often than front coils, and when one rear corner goes down the front end is also unlevel.

Look again. There's a hole through the pulley to get a socket in and get the bolt out through.

Guardrail is right. Also, there is no firing order. The plugs on 1 & 4 fire at the same time, as do the plugs on 2 & 3. The ignition wastes a spark at the top of the exhaust stroke that way, but it saves them the trouble of a distributor or four coils.
