No, thats not true. Not ALL of the deleted scenes were added, and only bits of them. There were very significant changes, and I've only watched it once but I know the film so well I could tell when the slightest bit of non-diegetic dialogue was missed off. :P Some of the changes I disliked...

I saw this film at a local cinema years ago, a very small cinema, not a odeon etc and loved it. I came across it again a few years ago when looking up the films of Colin Farrell and managed to get hold of it. I had forgotten how much I loved it :)

they could have - and maybe should have - used the MTV show to essentially "end" the story. i guess he'll always want to keep it in the locker, so to speak, but even then you'd still have to do wayne's world 15-20 years down the line with them both much older.
