I don't mean to sound silly here, but did you look at the basics? Battery, alternator, starter? I'm assuming you've already ruled those out, but who knows.
Idle controller? I don't know, it could be lots of things. You could probably buy a much better car for what it's going to cost you to fix up a 17 year old Buick.
I guess it depends on what rotors you need, but I think somewhere between 300-500 depending on how much your specific parts are going to cost would be normal.
Go with what you like. Both are going to be nice cars. I'm not sure what year you're looking at, but if the Maxima is 02 or newer and is packin a VQ35 engine, I'd say go for it. Torquey is an understatement; I drive a 3.5L Altima 5-Speed and the thing is FUN. Maybe a bad idea for a teenager...
It might just be a low quality deck/cabling/speaker system. If there's not enough juice running through it the sound is going to distort the higher the volume goes. There could be a short somewhere, I suppose, but it's probably just the system not being designed for high volume.
