Well, for what it's worth, both Wind and Mobilicity firmware 12.8.95 allows you set Dual mode, UMTS or GSM in the Settings -> Connectivity -> Network -> Network Mode setting. So flashing with Canadian firmware is what you want, then. The tool is Nemesis Software Suite. Not Nessus, my fault...
