There's a lot of reasons, I think a large part of it is because villains by their very nature have more freedom as characters then their heroic counterparts.
Most heroes in mainstream animation and family entertainment tend to be slightly confined by the behavior and expectations western...
Disney's Doug and AGU were tolerable (I actually preferred AGU to Rugrats, but that's mostly because I absolutely loathed Rugrats).
APC was sewage, and cemented my opinion that John K was an overrated hack.
I agree that this poll needs an "other" option. It is difficult for me to believe that one can determine the greatest cartoon character of all time out of a select few. I'd vote for Bugs, but I like Roadrunner and Coyote cartoons just as much.
