It is not normal for the DX to have terrible pickup. It sounds like the clutch needs replacing, not the complete transmission. No idea how much it would cost, but not terribly expensive. Labor in my area is around $80.00 per hour. Shop around for prices, see if you can get a written estimate...

Check the electrical connections, especially where the horn(s) ground. Use a test light to make sure power is going to the horn when you try to sound it, and all wires are secure. If no power, it may be the contact in the steering wheel. These sometimes corrode and fail to make proper connection.
