WM most certainly does support capacitive touch screens. Maybe not officially OOtB, but WM6.1 can run just fine under the hood of a capacitive-screen device. The same bodes for multi-touch. It can be implemented just fine on resistive screens once the proper drivers and calculations/algorithm...
