yes people would find ways, but it would be harder. You know, I'd venture that if you put a random non-military citizen on the controls of an armed drone watching Osama or a vehicle containing Osama, about 50% would pull the trigger even if it took some convincing.

If you put them in a room with him and gave them a knife, the vast majority would opt out.
