You can buy rat harnesses, can you take them for proper outdoor walks?

I am considering getting a rat can people give me some info. Any information (i have been researching too) will be greatfully apprieciated (sorry about spelling there) Also i have found rat harnesses and wondered if they could be taken for outdoor walks like to a town or something? You know like people do with ferrets?
