Yet another overheating problem with 97 plymouth/dodge neon.?

When i first got the car I noticed a major overheating problem. This turned out to be the fact that the thermostat was busted and the fan polarity was backwards. Once fixed I thought I was done with the heat problem, but at last it's back.

I went to get my car tested for marta today (the car did pass :) ) and while waiting in line for about 10-15min I hear a ding and noticed the heat had redlined. The first thing I did was turn off the car. After a few seconds I turned on the accessory and the gauge popped back up near the red line. When I started the car back up the heat gauge returned to normal in about 5-10sec. It didn't happen again till after I left the Marta station. While driving the heat was fine (A/C on) but when I would come to a light and stop the heat would steadily rise to the red line. However, if I put the car in park the heat would normalize and if I was to put it back in drive while holding the break the heat would rise again. Any ideas?
