Yamaha xs-250 overheats?

I am sure its not the timing because it has a CDI and it also has good compression, also the plugs look normal... Other than the overheating the bike run great...
 
has it been re bored to far , check the oil level, do a timing check its easy use the web to find the marks, if its water cooled check the pump.and thermostat,they tend to stick
