Yamaha Vstar might need carb work?

It will need the fuel system cleaned out after 5 months of sitting, as well as tire pressure adjusted, and just for laughs I would have a look at the color of the hydraulic fluid, bet it is dark from absorbing moisture.

Fuel system clean out and work around $300 in most places
tires checked and pressure adjusted-free
hydraulic system flushed and filled-$60

Here is a link to the motorcycle I am looking at buying : http://www.youtube.com/watch?v=opyFINrA1e8
The bikes is a yamaha vstar midnight custom 2005 with less than 5k miles on it. They have not ridden it since May of this year and as the video shows it is running choppy. I am not much of a mechanic.....Does it sound like it will need some carb work done or will it get better as it is ridden more?
