Yamaha jog r accerlation problems????????????

My yamaha jog r is having problems accerlating and im getting annoyed as I have had the following done to repair it.

-New standard rollers
-Carb cleaned
-New spark plug and cap
-New reed valve
-New head gasket

The Moped goes up to 20mph then stays there for ages but once it is past 30 mph its fine.
It sounds bad as it revs up to 20mph fine then it sounds really low revving then hits up to 30mph and then its fine. I had the work done by west london yamaha a few weeks ago and it was fine and running good but now its had another problem. One site said it may be my
Plugging air intake but what does that mean and what should I check to fix it
 
Each engine has its own power curve. If you exchange notes with another Jog r owner and find that he has a similar tale to tell, that means your vehicle is fine.

If however he has no such complaint, then you need to check your air filter and also your fuel filter. Either it is starved of air or fuel. You need to find out which.
