Yamaha Jog Carburetor repairs, can you help?

I have a 1987 Yamaha Jog CE 50. What happened was that I hit a bump hard, and afterwards when I restarted it, it just took off full speed. I could not decellerate. When I looked at the throttle cable, it looked fine, but I know nothing of these things. Now it will not even start. (probably a dead battery from sitting for 4 weeks, but would not even kick start)... Any help is appreciated.
 
Your carb is stuck wide open. You may have broken the return cable for the carb (the one that shuts it) and it is stuck wide open. Check the carb to make sure it is operating freely. Check at the carb it's self, not the throttle.
