yamaha 115 two stroke outboard RPM?

I have a yamaha 115 two stroke outboard and got a new solas 13X21 aluminum prop pushing my zodiac pro open 550 it tops out at 45mph........ the RPMs max out at 4800 is that to low for this outboard???
