James that's only in the US - yes, NASA got it wrong and tried to avoid having to admit it, but that's not globally.
This is very simple - in 1999 all we heard was how 1998 was the 'warmest on record' - then we heard about the 'five year average' and then the 'ten year average' - but it's still mostly driven by the super el nino year of 1998. 1998 just fell out of the rolling ten year average, and guess what - the last 10 years are NOT the warmest decade on record (the record itself goes back only to 1880, after the Little Ice Age ended, but that's a whole separate issue). So before they change it to the "rolling twenty year average" I'm pointing this out - so that it will be very clear, when they do change it, why they changed it - i.e., to keep 1998 in there.
