X over signal bars

I have a new China Android, the iOrgane Raptor F22 Android 2.2.
Looks like an I-phone.
I have an x over the signal bars and it does not connect to a network.

What is going on? How can I fix it.
I have access through Android commander.
 
I am diving deeper into this and want to share as much as I learn.

The radio does not work. That's what the x above the bars means. Similar to airplane mode where the x is replaced with an air plane icon.

To get deeper into the radio you can call *#*#4636#*#* or *#*#INFO#*#*
This will bring up a menu which has one topic: Phone INformation. Scroll down and you can start and stop the radio and choose which kind of network to use: GSM, CDMA, WCDMA.......
When I try to start radio in GSM only mode, the task bar displays a '#!' which ,my guess, an error occurred.
I wonder if anybody knows the command line to start the radio. This way in console view through DroidExplorer I could see what the particular error message is.
