Wouldn't a public-ran health option be better than government mandated insurance?

A series of clinics that people who are down on their luck could visit, without clogging up the emergency room for the flu - where they could get preventitive care so they wouldn't cost everyone else 10 times the money later.

What was so wrong with that, that people had to fight tooth and nail against it so we ended up with this monstrous "Mandated insurance" that only benefits the rich?
