Lessons learned the hard way are those often remembered. There are in fact consequences for a person's actions -- if they're bold enough to try and get away w/ breaking the law, they're bold enough to own those consequences.
Why must we jail everyone. I assure you that is not the solution. To be arrested for most is a very stressful and traumatic experience. Not everyone is a hardened criminal. I miss the days when they where called peace officers and worked for the solution to the problem rather than robots who arrest, transport, and jail everyone because its THE LAW. Sounds and is as crappy as that movie Judge Dredd.
I would make her accept responsibility for her actions, both illegal. More often than not they wind up with someone dead.
Failure to accept responsibility for ones actions teaches nothing except that you can get away with criminal behaviour and that rules don't apply to you.
Many people who grow up without accepting responsibility are generally out-of-control kids who lack a conscience for their behaviours. They then begin the cycle again with their children.
I would stand behind my daughter and try to work something out where she accepts responsibility and pays society back through service. In the end hopefully it is not too late for them to learn something that should already be ingrained in their Id.
