Would you complain to HR about being unfairly treated?

If you feel you have been treated unfairly and it is on more than one account where you've 'turned the other cheek', would you complain to HR?

What if that person you want to make the complain about works in the HR Dept, how would you go about making your complaint?

I would say tell your manager or senior manager and let them know the situation. Then they'll contact HR about the person.
