You could still have the armies, their structure and ability to climb in ranks, still have all the action, helicopters, tanks, ships and platforms - just simply be armed with paint guns.
You'd also still have the weapons industries, the clean up squads, mine sweepers etc. So no jobs lost, just simply replace the ammo with paint.
