Serena applies for a permit on the behalf of the local Ba'hai club to hold a public rally to exhibit support for the Bahai religion. She applied on June 1 and the application was denied on June 15. The rally is scheduled for July 1. Serena's group has held this rally for five years in a row and this is the first time their application has been denied. They have held every rally in the same public park and have had no violent incidents or complaints. They intend to continue the practice of holding their rally in this park, if permitted. The group brings suit and prevails at the trial level. The city appeals the decision however and prevails in the state supreme court. Serena appeals to the supreme court. The city claims that the issues is moot and that the Supreme Court should refuse jurisdiction. Discuss.
