-A website the way you want it.
-Billing and accounting service.
-A legal department.
-A sales department.
-A R&D department.
-A customer service department.
 
If you do the work as well, or preferably, better than anyone else, and find ways to do it cheaper (more efficiently) without compromising quality, you will certainly succeed, on reputation and word of mouth alone.

What is it exactly that you are trying to outsource? Do they not need a factory someplace? That part is notably absent from your list.
