I think you mean pension tax credits, and savings tax credit. She might well be entitled to these. If you speak to the benefits office, they will send someone out to go through it all with her. Personal allowance is what you get to offset income tax. Also you should check that she is getting the correct tax allowance, and that it is being applied correctly. I checked my Dads this year and found that it has been wrong for at least the last 4 years.
