Would it make sense to use a circular polarizer for prom photo's outdoors?

No.

The objective of prom photos is to show people. If anything, you want to reduce contrast in order to create more flattering images of those people.

Using a polarizer (circular or linear) would be a mistake.

I am taking some pictures today, it looks like it will sunny, but the photo's will be taken in a filtered sunset lighting, some even in shade.

Will it make sense to use a circular polarizer to increase the contrast a bit and make the colours more dramatic, or might it blow the colours out and make the colours 'scream' too much?

The photo's will be taken in a garden setting.
