Look at why there cheaper first and the stability of the company (look at the year ended income and expenditure balance sheet) might be cheaper stock for reasons like, merger of an opposition company with another company(making that company a majority market shareholder) or more effective manufacturing methods etc. So is best to see why the stock prices have slumped firstly then go from there, if they have decreased in pricing just due to the economy then yes by all means buy more.
