If you guys chat regularly would it be rude to mention rebounding when chatting about what you've been up to lately, and stuff in life? Assuming it's the person who was dumped who is mentioning rebounding, so clearly the other person is already over them. What if you ask how their rebounding is going?

But if THEY broke up with YOU then they aren't into you any more so why would they care what other people you're with? It wouldn't hurt or upset them if they wanted the relatinoship to end and got over you, would it?
