Would if be awkward to apply at a restaurant if they weren't currently hiring?

They're still accepting applications, but what would i say to the manager or whoever i turn in my application to? I mean, i guess i could say "hi, i'm interested in suchandsuch position" but that doesn't seem to make much sense because they aren't hiring.
also, when i turn in an application, do i put it in a regular envelope, a manilla envelope, or just turn it in as is, or what?
i've never applied for a job before and i'm quite nervous, if you can't tell [:
any help would be appreciated. thanks in adavance.
 
Could you post it? Then you can avoid the face to face awkward situation and also make sure it goes directly to the right person (you can ring up to find out the name of the manager).
They may be impressed by your initiative by applying this way and you can put in your covering letter should this current application be unsuccessful this time or if they are not currently hiring that you hope they could consider you for when they are next hiring.

I'd print it on nice paper but not very posh and as long as you put it in a clean, new envelope (not a re-used one with a sticker on it!) the type of envelope isn't a factor in choosing someone for their work skills (unless it was envelope buyer for a stationary company??). Pop it in a A5 one or one of those that fits an A4 sheet folded into 3.

Here's what you do, go in and ask random employee one for an application. Take it home and fill it out or fill it out right there. Go back up, You just need the application, no envelope and say "Hi, is there a particular person i'm supposed to give this to?" Hand it off to random employee, say thanks then leave. It's simple, it's quick but mostly it's nothing to worry about. The worst thing that could happen is that you don't get the job and since you don't currently have it anyway you won't be any worse off :]
