Would expanding a US business into Hong Kong be successful?

I have to do a project for a Buisness Managment Course, I need to say whether or not to expand a business into Hong Kong.

I can't decide.

I could say yes because
-the economy is coming out of a recession and the economy is growing
- the US dollar has a fixed rate with the Hong Kong dollar (us dollar is bad these days)
- highly reliant on international trade and buisness

i could say no
-pollution is ruining the country, people are leaving the country it is so bad
-economy is still not good
-no natural resourcres

any advice?
