well a hitch bolts onto the frame and since buick is a GM and neon is a dodge of course i highly doubt it will fit but you can always take the hitch and see if it fits, might have to drill holes if it does fit, but in all honestly, how much could you actually pull with a neon though, plus a transmission and axle or especially a transaxle for front wheel drive in any car aren't made for towing so don't tow unless you have to
