Would a kawasaki 250 ninja be too small for me?

I'm a 20 year old guy who wants to buy his first bike, but the problem is....where i live a first time rider can only have a 250cc as maximum for his first bike for 12 months. This is because of new rules from alot of deaths lately related to motorbike accidents.

I'm 6'1 with really really long legs for my height. What can I do? Ultimately I want to end up with a 600RR or yamaha R6 but I'm not allowed to ride those yet because of the stupid laws.
 
are you kidding unless your fat that thing goes mate.

but get an ninja 250r newish one go like anything because of it's weight
