Would a Dr. neglect to test a child for bone disease if she didnt have insurance?

My step daughter broke her femur now the dr is saying that the bone has a cyst but looking at the exray the bone is eating away. They say they are going to fill it and hope it stops deteriorating . Im afraid they are not testing her because her dad doesnt have insurance and her loser mother wont carry the kids on her medicaid although she is supposed to.
