Would 21 be too old to learn Ballroom dancing?

Is 21 too old to learn Ballroom dance and to one day in the future compete at an adequate level. I really want to learn samba and cha-cha-cha. In the past I've never had the time to learn even though I wanted to but now I feel like I may be too old.
