yes God/evolution made us white, black, asian, etc but in the future, maybe around 2050, if a really wealthy person felt English white on the inside (their mind/soul/spirit) but was South African black on the outside they can easily just get some skin bleaching and some facial/hair surgery done and then officially they'll look the same race as any other average Englishman.
in modern times you already have LGBT individuals spending money on surgery to change their gender and many times asian 'ladyboys' fool the best of us into thinking they look and sound like women since even though it's expensive some doctors do surgery to change vocal pitch and change their voices into ladylike.
is it morally wrong to do this, sinful, etc? many would say yes and many say no. you decide.
