This'll probably be one of those quotes that springs up years later when rewatching a movie - followed by much slapping of the forehead!

Pretty sure its from iSpy, with Eddie Murphy and Owen Wilson. Its the bit where Eddie Murphy gets captured by whatsername, the one who played Jean Gray in X-Men. She says "Cut off his penis" in a funny accent, and Eddie Murphy says "WHOA! cut off his penis? What happened to rough him up a bit first?" Or something like that.
