I'm in my 20s now, and I've noticed that there's not much for people w/o cable (the few of them out there) to watch cartoons on. But I wonder..... are cartoons on over-the-air TV dying? I'd say yes and no. Yes in that digital subchannels that have cropped up with the advent of digital TV have put in some cartoons on over-the-air TV, so all is not lost. But I also say no because of the E/I requirements that have been the norm for the past decade or two. Overall, I'd say while cartoons on over-the-air TV are not dying, neither are they quite alive, in the broadest sense. But who knows, anything is possible, so a revival may be possible with many people ditching cable TV.... or is it?
