WIth the dodge, burn and sponge tool in Photoshop?

Within each tool there are options. shadows midtones and highlights. What do those words mean within an image and when do you know which one to use?
 
It basically takes the histogram of an image (image>adjust>levels) and breaks it down into 3 areas. Shadows being shadows, or darker areas.
Midtones being, well, the middle. Highlight being the lighter area. It depends on what you really want to adjust.

So lets say you want to lessen the intensity of the highlight. You adjust the slider on the right to give a desired adjustment.
