Also would depend on the "Pesticide".
Pesticides include - Insecticides, Fungicides and Herbicides. Many people confuse the word Pesticide for Insecticide.
Although in some cases, it may be good to have a Pesticide applied prior to rainfall to water in (Especially when talking about an insecticide for sub soil pest), the unkown factor of actual rainfall could lead to over watering and/or concentrated run off.
It could also be C - depending again on what Pesticide. Many Herbicides are not effective when the soil temperatures drop.
 
Well it all depends on humidity, wind speed etc. Droplet size.

It is definitely B and E. The rain will wash away the pesticide and it will not have its full effect, and it could be washed into drains or another plant.

D is abit broad, you do apply it in the day time, but not in the afternoon. Morning is the best time to spray, afternoon heat and humidity effects droplet size of the pesticide.
